i am more the clean smells, & fruity ones

I bought some votives earlier this month and lit the first one today. Is it normal that it put out almost no scent at all? I'm very surprised, as the tarts have a strong scent that fills the room. The votive did nada, and I bought several so will feel I've really wasted my money if they don't put out a noticable scent. The one I tried today was Cherry Blossam, if that makes a difference.0
