they shouldn't be if you are getting money back on purchases as you're paying for these purchases with money that has already been taxed (your income), it's a refund of part of a purchase not earned income.
however if you are earning money doing surveys or the pittance paid for sites like high street web then it's possible these might constitute income but they would be so minimal for most i wouldn't be too concerned about it.0
