How are clubcard deal payments structured?

So, I've turned my clubcard vouchers into deals and i've now got £1800 worth of Virgin vouchers.
My question is, who is paying for those vouchers? Is it partly Virgin, partly Tesco's?
I'm just curious but it would be good if anyone can shine some light.

Tescos I think, well the MFI staff claimed it was Tesco who pulled the plug on their deals as it was costing them too much cashing in the vouchers0
