NHS Whitley On call arrangement- Pay uplifts

Just wondered if there any any Agenda for Change/Whitley/NHS experts around?

Since AfC came in there hasn't been an uplift in our on call rate- it was locally agreed (though nothing in actual writing- i have since found out!) that we stayed on the old whitley agreement for on call purposes.
So since i have worked in the hospital my basic pay has increased with inflation as part of the annual pay increases but the hourly rate we get paid when were on call for actual work done e.g the time i'm called into work until i leave hasn't changed in over 5 years.
I think HR are saying that effectively whitley finished so the annual paylifts don't apply

Any information would be greatly appreciated.
