It's from his new flat, he's been in there just over a year and he's got a £300 + bill and it's just ludicrous.

He is on JSA so he can't afford much and they are asking for £25 per week when he only gets £50 every two weeks, he lives in the middle of no where so money is tight with food etc ...

He will only be able to afford a bit..

Why does he only get £50 every two weeks, has his claim been sanctioned?
    Gone ... or have I?

My mistake, it's £100 every two weeks but a lot of it is taken for the heating supplied from the council, food etc. I should get better figures but I cannot get a hold of his mum.

You need to work out if the bills are correct. My guess is that they will be - if its unmeasured then £300 for a year is not a lot at all. Obviously it depends on how much he has already paid by DD. Have you confirmed whether any money was ever paid by the DD he thinks he set up?

Then he needs to work out what he can afford to repay per month and offer that to severn trent. If they say that they want him to pay more than this then he'd need to go to court to ask for a redetermination to ask the judge to determine what he needs to pay each month.

Sounds like he also needs to work out a detailed budget to see if he can afford to stay in this property. It sounds like he may not be able to afford to.
Maybe you can help him work out all the income & expenditure he has to pay (remembering the water arrears and the new water bill for this year). If he cannot afford to stay there then he'll need to consider finding somewhere cheaper to live.
