I can't see why you have assumed responsibility for your family member's debt. Surely you can inform Littlewoods of their name and address and details of the orders in their name?
It was aeons ago that I worked for Kays Catalogues, but the main agent (you) would set up payment cards for everyone's orders and payment details - is that still not the case with agents for catalogues?

I googled the address. I found this on facebook:

"For help or support please call 0844 822 8000 or send us an email to:facebook@littlewoods.co.uk"

so I guess you could ring that number and ask for "chris". But I suggest you follow the advice of other posters here, beginning with the OFT.
