You have to choose what part of mexico the photo was taken. there are 6 to choose from, however the photo is pretty ambiguous. So it appears it is a guessing game. Unless anyone has traveled mexico extensively and can shed some light!

1. This competition is open to UK, Channel Islands and Isle of Man residents aged 16 or over, except employees of Walkers Snacks and their immediate families, their agents or anyone professionally associated with this promotion.
2. By entering this promotion, all participants will be deemed to have accepted and be bound by these terms and conditions and the terms and conditions of any carriers and/or providers of services which make up the prize.
3. To enter: go to www.facebook.com/doritos where there is a picture taken by a member of the Doritos team, somewhere in Mexico. Select which area, from the six regional options, where you think the photograph was taken. Upon selecting where you think the photo was taken complete your personal details and click “submit” and you will be entered into the competition. All correct entries will be entered into a prize draw.
4. No purchase necessary.
5. The prize: The prize is a one week holiday to Cancun, Mexico for two people. At least one of the travelling party must be 18 years of age or older. If you (as the winner) are under the age of 18 years old, you must be accompanied by an adult aged 18 years of age or older. Prize includes transfer to London airport, international economy class flights from London (flights might not be direct), hotel transfers, 7 nights accommodation in the Barcelo Costa Cancun (4 star) hotel on an all-inclusive basis (based on two people sharing a double or twin bedroom).
6. Holiday must be taken between 22 August and 17 December 2011. The prizes are non-transferable, non-refundable and there is no cash alternative. The winner and guest have to be able to travel between these dates and no compensation will be payable if a winner is unable to use the prize as stated. No cash alternative.
7. The closing date for receipt of entries is 23.59 on 20 June 2011.

think its queretaro, so choice 3 - did a google images search, pg 15 an image which almost matched this - minus the doritos !! - was in the results, see link below
