How to claim
1. Select a Water Store Gel Injector 310 ml, Water Store Gel 1,000 ml, Water Store Gel 500 ml, Water Store Gel 250 ml, Water Store Gel Mat or Water Store Gel and Feed ("Qualifying Item") from the below items, sold by Amazon.co.uk or Amazon.co.uk’s Preferred Merchant, Indigostarfish.com, by clicking 'Add to Basket' below that item.
2. When you proceed to checkout, change the quantity for the Qualifying Item to two, so that your basket now includes a second of that same product ("Promotional Item"). The quantity option appears at the right of the basket, next to the price.
3. Click 'Add to Basket' at the top right of the page in order to purchase both items and qualify for this promotion.
4. A discount will be automatically deducted from your total order value at checkout, such that you will receive the Promotional Item free of charge.
5. You will only receive one Promotional Item free of charge per purchase order.
6. If you remove the Qualifying Item or the Promotional Item from your Shopping Basket, or violate any of the terms and conditions listed below, the promotion will cease to apply.
7. If you return the Qualifying Item, Amazon.co.uk reserves the right to charge you for the Promotional Item you received free of charge at the then Amazon.co.uk selling price.

Might be a bit late for you, but...
I tried this (selected item, clicked basket, edited number to 2, clicked update basket) and it did seem to double the price in my basket at the subtotal stage. After clicking proceed to checkout I then chose the address and on the next page which was "items" I could see that I was getting 2 items but only paying for 1.
Did you carry the transaction all the way through until just before putting in payment card?
It's only a game
