Blank dvds - best online retailers?

I'm just getting into dvd recording (Sony dvd/HDD machine ordered).

Can anyone tell me the best site(s) for buying blank discs please?

Also, which are the best disc brands for a) general recording and b) something special to be kept long term?

I notice that PC World are doing 25 Philips +RW for £9.99 (saving £20 they claim). Are these any good and is it a good deal?
