Try https://www.mobileexpert.co.uk it is a mobile phone forum which has moible ringtones and clips to download. It is free to download but you are given credit's when you reply to a post or upload any of your own stuff and it is 1 credit for each item you download.

Think they have done this because alot of people were using the forum to take ringtones and go so this way it get's people to contribute to the site and make more content avalaible

Once you have joined you can download stuff to your PC for free then bluetooth or send via data cable to your phone
