    work time is for work surely, if no work to do then id find some, ask if someone needs help with some of they're work

    OP just seen you have asked for some other work,

    there are people who do work for councils and do enjoy they're job
  • Of course there are people in the council that do enjoy their job, but with us where it seems those at the top or in the middle get the attention, training and opportunities whilst those at the bottom are treated like they are not there - it's frustrating.

    I am actively looking around, though not having much luck at all.

    I'd definitely be looking outside local government. Charities / education / housing association = places where your skills would be easily transferrable, I'd have thought.
