Help With Gas

Okay not strictly money saving, but I am wasting an hour's gas because of this so maybe yes.
Right I am NIHE and have gas installed. About two years ago randomly my water would not heat up. It is set to come on to heat the water from 6am until 7am, I can hear the hum of it as the hot tank is just across from my bedroom(I am an upstairs flat). Now if I go press the button on the box the water does heat up! I got repair men out twice and both said "Unless it happens whilst we are here we have no idea." They did not even try to do anything. The gas is serviced every year and given a clean bill.
So twice this week the same thing has happened. I get up and the water is cold with just the chill off it. The thing I have noticed this time is both days the water did not heat up as is set to do I had no heating on the night before! The first time it happened this week, I had the heating off a few days, then got cold in the evening and put it on for a few hours.
Can anyone please give me a idea what the possible cause might be? I know the NIHE are closed tomorrow Bank Holiday, but when I phone on Tuesday I would like to be able to try an explanation they might understand.
