Tax confusion

Hi im a newbie here with a query, im currently very confused!,
I as with many others was notified as to an underpayment of Tax for year 2007-2008 and this was repaid over the last Tax year, there was various phonecalls and correspondance at that time between myself and HMRC, the underpayment of Tax was corect and not in dispute however despite my asking them to amend my PAYE code they kept it the same ensuring a shortfall again, due to my previous highlighting of this issue to HMRC and them not amending my PAYE code i appealed under A19 when last December 5th 2010 i recieved a tax bill for under payment from tax year 2009-2010, this underpayment was for £1706, i wrote to HMRC on March 30th having recieved my PAYE code for this tax year (K code), i heard nothing until this Friday when i recieved a letter from Birmingham office stating they had looked at my A19 appeal and could find no grounds for appeal and the amount owed was correct, this letter was dated 13 May 2011, however i called HMRC on Monday and again Friday this week on there main advertised number (not sure the location) and was told clearly both times that there had been a mistake and i did not in fact owe anything and was in fact due a tax rebate / adjustment having been overtaxed on my April salary due to K code, they have assured me they will write to me and have sent my employer a new tax code 747. So within 1 week i have had written confirmation that the amount of tax owed from 2009-2010 was correct and my A19 appeal was unsucsseful then this week via 2 phonecalls been told that i owe nothing and in fact have now overpaid my tax!, if / when i recieve this in writting this week (i hope) will that mean that the matter is officially closed or is there still a possibility they could contact me again and tell me i did indeed owe the £1706 and the original decision was correct...im so confused, any ideas where i stand and how this mistake could have been made?
