Question about new deal course content

As regards the content of the course, playing games, doing quizzes, team crosswords etc, making things out of paper. Who decides the course content curious?

yes of course, i forgot unemployed people dont do voluntary work or mix with others they stay in bed all day! They never have problems to solve or do crosswords or wordsearches.:laugh:
