Postal Comps Stamp Question

Hi, in regard to buying stamps from ebay for postal comps is the general rule that you need to buy them in booklets? I've noticed lots of unfranked stamps being sold which are paper backed but I'm not sure if you are allowed to reuse these, as surely they've been unfranked and peeled off an envelope by somone?
Please can anyone let me know if they do use these stamps and if it's ok to do so for competitions. Have PMd Pixiedust as she looks after the postals but she was unsure so suggested I asked on the postal board but have had no reply. Can anyone advise me on this?

hope someone can advise you soon xplease be a responsible pet owner & spay/neuter your pets, too many strays & not enough homes for them sadly.
