  • I did not come across the exact same processes that I went through, so I was trying to help others by sharing my experience.
    I have never been charged a fee by other companies, UPS, etc.
    Actually, I have no idea who you are and fail to see why I should be defending my position to you - this is pointless and of no help to anyone, end of.

    So in summary, we have 12 pages of people debating the charge imposed by somebody for processing customs paperwork.

    Why do so many people expect to get everything handed to them on a plate for nothing? Would these whingers be happy to spend all day processing paperwork etc for no salary? Do they think that this documentation processes itself at no extra expense to the couriers? Do the people dealing with this paperwork live on fresh air, and work from home at no expense to Parcelforce?

    Some people need a hard lesson in expectation management.

    Interesting debate.
    I had never been charged for duties/ VAT and hence no handling fee on my purchases from overseas... ( as their values were always within the specified threshold. )
    However by tracking my lastest purchase it seems like I am liable for customs this time as expected, which is perfectly fine. Therefore I tried to determine how much I would have to pay and found here. I didn't know parcelforce/ royal mail charge a handling fee until then. I assume I will have to pay 20%VAT+13.5 then. Thanks for all the information.


    - You went in a restaurant for a portion of pasta.
    - You were told that you have to pay 20% extra for the sauce on any medium/ large pasta. It's standard. Sometimes you may be lucky and only charged for the price of plain pasta.
    - Seemed like a great deal comparing to other restaurants, so you placed an order and paid for the plain pasta.
    - So the chef cooked your pasta and passed it to the waiter.
    - The waiter then realised the pasta and sauce were placed separately in two plates, so he mixed them together and stired them nicely for you.
    - The waiter came to you with your meal and asked for the 20% sauce fee plus 13.5 of stirring fee. You couldn't have your pasta until all the costs were paid.
    This is how I feel at this moment.........


    ( The waiter hasn't come yet.... but I have been waiting too long for this pasta to come and am starving like hell because of the delay...... so I guess I will just pay and enjoy my pasta for now lol.)

    But what if you have already paid you're delivery cost, they are asking for the sum of 28.86 which is nearlly half of the item itself, so i would have to disagree!

    That £28.86 is not for delivery. If you don't want to pay taxes and duties then don't buy from outside of the EU... simple really.

    I have not had a chance to read all the posts in this thread so this may have been said before.

    This seems to have shifted from a debate if an international mail handler is permitted to hold mail in lieu of payment of admin charges to an argument as to whether the so called "brokerage/handling fee" charged by international couriers is legal.

    I can say that from the research I have read it appears that they are NOT permitted to with-hold mail on this account and are only permitted to refuse delivery if postage paid was inadequate or if VAT and import charges are outstanding.

    Several people (Custardy for example) have expounded again and again that this charge IS legal and is levied because PF (and others) have to "handle" the package for HMRC and process the item through customs. This presumably involves checking the declarations and deciding what (if any) charges need to be made.

    ALL MAIL IMPORTED FROM OUTSIDE THE EU is processed in this manner WHETHER OR NOT ANY CHARGES ARE LEVIED.

    Why then does this so called handling fee only apply to people who are required to pay VAT and/or duty charges. The answer seems quite simple, these companies are taking advantage of the existing invoice to levy an additional charge because 9/10 people will just pay it. I cannot see any reasoned argument to suggest that a (properly declared) package which incurrs a VAT/duty fee will cost any more to process than one which doesn't.

    This "fee" then, it would seem is for the company to send you a letter informing you of the charge and your options for Payment. Banks are not allowed to charge an extortionate fee for this service, why then does a mail company?

    Obviously if the package needs to be opened/re-assessed for any reason then there will be an additional cost to the company for this, but should the recipients of ALL mail have to pay for those who are either incapable of filling out the declaration correctly or are trying to sidestep customs fees.

    Beyond that I see NO REASON why the "handling fee" if legally applying to those of us who must pay duty, does not apply to everyone and cannot be included with the initial posting charge.

    A lot of people have contested the above point, saying that the customs fees would need to be anticipated by the parties involved, but once again my point stands ALL MAIL ENTERING THE UK FROM OUTSIDE THE EU is processed through cutsoms, why does this charge only apply to some of us?
