credit reference proof of identity

i am having to consider bankruptcy and went to an advice centre who gave me a form to fill in for experian, to ensure that all the debts were put on the form.
I filled it in and then got a letter saying that due to data protection they need a photocopy of my driving licence and copies of two bills.official letters with my name and address.
is this usual?
because i think i could do it online without sending any ID

    I've never had that before and I always apply for mine by post.

    Do you have quite a common name? That's the only reason I can think of, that they've got two similar records and want to make sure they send out the right one.

    is this definatley for bankruotcy or a DRO? (usually with CAB its a question asked if your looking at a DRO as these are a little different)

    It's certainly not unusual.

    If the report is to be sent to an address that they hadn't previously had on file for you, then that is the most common reason for extra checks.
