Advice needed please

Hi
My friend went for a business loan and was turned down by the bank cos they told him someone is using his address to gain credit.
He has been on to experian and equifax who want tell him anything because it isnt him name. He went to the police who dont want to know as they say it is a civil matter.
Surely this is still fraud and there is something he can do about it.
He contacted the bank where the guy has opened a bank account and got a loan using his address but they wont do anything unless he gets a ref number from the police.
Any advise on where he can go or what he can do?
