ebay 'reimbursement payment method'?

hi all,
My mother received this message when trying to list something the other day, and won't let her continue unless she sets up a payment method. Naturally, she queried this to ebay CS but received the usual robot reply of how to pay, and completely ignoring the question she asked. I have'nt yet had this message on my account and am still able to sell no problem, so she now thinks ebay is going to take an undisclosed amount of money from her account.
Has anyone else had this & is it compulsory?
n.b. She has been selling on ebay for a while now and has always paid her seller fees on time and has no disputes with anybody.

Please place a reimbursement payment method on file
We're glad that you're selling on eBay. To continue listing, you must have a payment method (credit card, or PayPal account) on file with us to pay amounts you owe under the eBay Buyer Protection Policy (referred to here as "Reimbursement Payment Method"). In most cases, it's the same payment method that you use to pay your eBay seller fees.
The eBay Buyer Protection Policy ("Policy") helps buyers if they have a problem with a purchase. If a seller does not resolve the buyer's problem and the Policy applies, eBay will arrange a refund for the buyer (the amount of the refund is determined in accordance with the Policy). In cases where eBay directly refunds the buyer, a Reimbursement Payment Method allows eBay to charge your payment method for the amount refunded.
You, in the capacity of a seller, authorise us to collect variable amounts (representing the refund eBay paid to the buyer) from the payment method you select on the next page. By selecting a payment method on the next page, you acknowledge and agree that your authorisation will be made on an automatic basis and on various dates as and when refunds are made to buyers under the Policy.

They do appear to be expecting sellers to log an automatic fee payment method, yours isn't the first post I've seen about this.
