regarding minor earnings...

I wasnt sure where to post this, so please move it if necessary. I receive incapacity benefit and have some for around 5 years due to various long term illnesses. Ive been talking with my personal adviser about possible work options for the future. Anything self employed where i can work on the good days, and stay home on the bad days.
An avon lady called round last week, It is something I'd been thinking about. The lady had offered my the street where i live and the adjacent two streets. Which is about as good as i can get! Minimal walking my illness is bad, but i don't need the car either. Ive been considering this though at the moment i really don't feel well, I'd really like to make an actual work contribution however minor.
Ive been looking at the rules and such like and so far have confirmed that i can earn up to £20 per week in a 'permitted work' to give this a go without risking loosing all my benefits if i cant manage it. Im not goin to be earning anywhere near this! Maybe £20 a week if im lucky.
Anyhow, regarding tax returns, you have a 'personal allowence' of £7,475. Incapacity is £5530 per annum, at £20 per week (which i will be way under!) that would add just over another 1000 which still puts me under the tax allowence.
The thing im trying to figure out is, do i still need to 'declare' it somehow? Or because it is within the personal allowence, does that not need declaring because it wont be taxed? :question:

You should declare all income, however small.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Ive been digging through DWP, jobcentre and direct gov websites. On the DWP website regarding declaring self employment, It says you have to apply for a personal allowence. So im guessing you declare your earnings through self assesment, which also registers you self employed, and then if your earning fall under the threshold you just arent taxed. But you still need to go through the process.0

You will need to declare it, if you are under the tax threshold then you will not be taxed on it. If you do not declare it and the authorities find out then you could be fined.0
