could anyone clarify what this means please?

The total future payments due until 01 Apr 2012 shown in the final column includes:
    • £27.10 payments for Decreasing Term Benefit

So if you didn't think you had been given a warning at outset. Would you complain then?

I'd say there's a case to answer. Whether that means compensation is due is a different question.

Suppose you were recommended to take out a 25 year savings endowment with a £25 per month premium.

If you cashed it in after about 15 years and got £3,500 back, would you be happy with the advice you had been given?

Have you had the dreaded red letter telling you that the policy may not pay out the expected amount??
If so, have you made a misselling claim??

I suspect you've missed the OP's signature line.

The advice about taking it out or the advice about cashing it in?

Either way, it would depend on what that advice actually was, based on what I told them I wanted/needed and whether they explained the implications of taking out a 25 year endowment.

And the fact that I said it was a savings endowment.

As its a 25 year plan. I would expect the person considering this option to ask what the consequences would be of cashing in early.

Would somebody remember the detail of a conversation from 15 years ago? Personally I doubt it.
