Sounds like the bank debt hasn't been acknowledged since Oct 2002. So under Limitations Act 1980, it becomes unenforceable in October 2008.
I'd say 'don't poke it with a stick' (that includes the bank charges idea)
If you're going to pay the old Cap one debt, don't go for instalments. Negotiate a 'full & final' deal and pay it in one lump. 50% should do it.0 -

honestly??? i've never hears of the Limitations act 1980. is there any way for me to check when i last heard from them?0
