Just one thing (in my best Poirot Belgian accent) have the others who received packages got dogs?
I always poop scoop as well, but know that there are several neighbours in my area who would quite happily tar all dog-owners with the same brush because of a very small minority of people who break the law by not poop scooping.
Or it could be someone who wants to get a job as a postman and has devised this cunning plan to enable him to say that he has "experience" on his Royal Mail job application form!0
