I wanna make Live video calls

I am looking for a pair of phones that will enable me to have live video calls between handsets, and that will allow live video calls from one of the handsets to be from overseas.
Are there home phones that I can do this on? There is no internet access for at least 1 of the parties involved.
Can anyone tell me of mobile handsets that can do this? Is it only the 3 network or do other networks do a similar thing?
