Help re taxman threatening bankruptcy please

Hi - i have tried the bankruptcy forum but it was suggested i posted here too - i hope someone can help.
basically, the taxman has given me 14 days to pay off £9000 or he makes me bankrupt. I cannot find £9000 in 14 days. I am self employed and admit i made a mistake but have paid tax to them in the past and have been trying to negotiate a payment agreement with them for the past 3 months. Does anyone know if I can appeal the question as to why they won't let me pay it off over a year?
