do unadopted roads with any speed limits? I live with such a thing and the road does not have any marking, road signs or street lights. the council has also emailed me to say as the road is unadopted the only serive they are willing to provide is refuse collection.

I won a council tax tribunal on an unadopted road. The precedent set went on to a further 60 ish houses being rebanded. However, the fact that the road was not adopted was not considered a factor in the rebanding. Incidentally, it took the best part of 14 years to get adopted, so keep at it!
