Just received mine in Scotland today as well, I applied when I first saw the post at the beginning of May (think it was the 5th). Hope yours turn up soon.

Hi StartingOut, I applied around the 13th or 14th of May.
There is only a valid until date (31st July) on the card so i assume you can use it straight away. I live in Scotland too. Hope you get yours soon!

mine arrived this morning and has no start date just an valid till 31 july 2011

Ahhhhhhh, so unfair!! I applied when this first went up beginning of may and i haven't got mine!! I also re applied because of the whole confusion, will they just ignore my second application or think i was conning them?
