I need a new central heating timer (oil heating ).
I need something an elderly person can use and with 30 minute intervals so we can pick our own settings .
The current timer is a horstmann but has two on off settings which is no good for the current needs .The heating is used day and night .

Keep the current programmer but replace the room thermostat by a programmable one.
They are a lot more flexible than a traditional programmer.
Something like this one:-

You would need to know the model of the existing timer to get a suitable replacement, does it control the hot water as well as the CH?That gum you like is coming back in style.0

I assume that the water is gravity fed, so is on when the heating is.
If you have a room stat then you could still use a programmable stat, just leave the controller set to on.That gum you like is coming back in style.0
