İ am pondering buying a motorbike to use outside the Eu and was wondering if i buy it from a vat registered dealer in my wife's name(she is foreign and non tax registered here) if we could claim back the VAT --the bike will be exported permanmently.

You cannot reclaim the vat on a motor vehicle but you can purchase one, even used, on the personal export scheme providing you can find a dealer that can do it.

I am not going to go looking for it, but there was an almost identical thread about a year ago on behalf of someone living in the Channel Islands.
As I remember it, many second hand dealers are buying from private individuals and so have no input VAT to reclaim, so they are registered on a "margin" scheme.
You need to understand the position before you start negotiating on price with a dealer.
