Council Tax debts

Hi all,
I have begun receiving Council tax bills from, as far as 6 years back. I moved house a few years ago when I was making payments for my first house. I'm too scared to open the letters, but did open one and it is for 1440. the letter only states that its from a previous adress but not what dates. before I ask for advice, I know ive been stupid and had my head in the sand, what to do?. Send the letters back unopened or open them and go to see them and will they come to an arrangement?. I would add that at the time, I was struggling with debt and had been off work sick for over a year suffering with depression so couldnt pay. I cant sleep at night and im close to tears whenever i think about it.
Any help or advice wiuld be great.

    no real advice sorry, but i think you have to open them as council tax debt is more serious. hopefully someone will be along to advice but hugs in the mean time x

    Council tax is a priority debt and should be treated as such, councils have higher powers compared to things like credit cards etc, and can ( and will) get the bailiffs involved very quickly if you don't sort something out. If they're for previous addresses then they should be more willing to negotiate an affordable payment plan but you should do this while it's with the council and from experience of dealing with them council tax bailiffs can be nasty.
