When I turn pc the processor fan hardly moves until I boot up and open a few programs. I was worried at first when it didnt turn and then after 20-30sec fan will revolve one turn stop a few secs then move again.0

Using the power management to shut down the HD's is not concidered to be a good idea. The extra starting of the HD's reduce the life of the HD way in excess of any power saving cost.0

I tried this on my Athlon XP 3000 PC and got the readout stating usage, totalled 132W for lcd monitor, 2 hard drives, XP 3000 processor (59W), X1600 graphics and fans etc.
I can overclock my machine easily, and even with voltage increased from 1.5 to 1.75 v through processor, with clock speed increased from 2000 to 2400 there was no change in power use. I doubt this, more voltage, more heat produced, more power being used!
The settings utilised can all be done within XP anyway, so why clutter up the PC and drain system resources with yet another program running in the background? Nice idea, just not really anything that new if you are actuallt familiar with XP.0 -

call me a cynic, but why not just switch off the computer and all it's peripherals when you're not using them?

But you're right! Can't save much more power than 100% (that's how much would be saved by turning it off!). But of course, don't forget that modern computers don't fully switch off when you go Start, Turn off computer, Turn off (from Windows XP). The computer is still powered, and you can normally feel the heat from the power supply if you place your hand on the top of the tower case at the back (assuming you have a tower case).
The only way to fully cut the drain of these computers is by turning it off at the wall. Of course, then you're at risk of power spikes when you turn on/off (argh!), so maybe consider getting a surge/spike protector extension lead. They're two-a-penny from many places these days (eBuyer) and the better ones include £50K+ of damage should they fail.
