BSM - Complaint - On going. help needed

I started learning with drive with BSM, A soon to realise big mistake. Back in Jan I took my first and only 2 hour lesson, the first hour and 15 mins was the long induction chat and the rest a 45 min drive
Great start I thought, but no. The next 3 weekend lessons in a row were cancelled by the instructor for various reasons so by this point I had missed 6 hours of driving, not good for a new learner
So I called BSM, enough was enough and asked for a new instructor. My next lesson would be 2 weeks away. By this point I'd have had 5 weeks of no driving. On discussion I was told again I would need to do a new induction as it was standard practise and because new instructor
Instead I opted to cancel and went with someone else, which by the way Im doing really well with. Only started in March and got test booked In may
So anyway I complained to BSM asking for my hours money refunding of £50. I got a reply saying they would. On the 3rd of March, and that it would take 28 days. Fair enough I thought. 28 days passed and nothing. I complained again, 2 weeks later and still nothing. Every time I call I'm told it is been processed
Everytime I email. I get no reply
So can I officially complain about BSM and if so to who because its driving me around the bend.

Do you think it is reasonable to complain about the first instructor or am I being very harsh?
Not happy with the instructor:
After 40 classes asked if ready for the test, mentioned will need over 3-6 weeks for me to be ready, gave the go ahead 3 weeks later to book for 2 weeks down the line,
68 classes taken
1, Mirrors were not taught till the about 50th class.
2. No confidence,' at the most you will fail'. was the comment he made 3 days before the test!
3. Approach to roundabouts not taught but shouted for going too quick on to the roundabout, never gave feedback after lesson, never wrote down my progress, at times forgetful of what he taught me!
4. No mock test.
5. Taught emergency stop one day before the test.
6.Was expecting me to fail and did not even look at the test report.
7. Asked to book test at Location A when location B was closer and roads are much easier to negotiate: debatable point - I agree.
Went for a driving lesson with another instructor: who was surprised that the test was at site A- taught the following in the first class.
8 Gears: how to use them.
9. Positioning of the vehicle on the road.
10. Approach to roundabouts.
11. Feedback and marking.
12. Use of handbrake!
13.Went through the test sheet.
14.Mirrors adjustment: what to look for
commented that he was surprised that I took the test as he thought I was not ready!
Said I needed practice on the roundabouts, totally agree with the new instructor, I was not confidant before the test and my wife felt that I was unsafe even if I passed it, she took me out on a drive with L plate on and was shocked that I could not do the normal driving maneuvers.
Do you think it is reasonable to complain?

People who have been unhappy with their instructors, where are you based?
Gargor, I do think you have cause for complaint. There are far too many instructors out there who string people along and give the rest of them a bad name!0 -
i signed for an adi training course £2000 I was contracted for an ordit registered trainer so i thought when i wasnt happy with trainer asked for a new trainer told their was nobody else i looked on the ordit register and found out the trainer i had was not on the ordit register wonder why i failed my test.I signed with bsm as i thought i would get the best there was not the case could not even get what i have payed for.Their customer service is shocking i will now have to go with another company but cannt afford it as bsm has my money.0
