    Sorry to bump but I think the answer is Bible John - "The Licensee" was the nickname of Tam McGraw, not an unidentified serial killer. From the True Crime Library newsletter -
    Tam McGraw, according to his biography, was one of the most feared gangsters in Glasgow....They called him The Licensee but not because of the pub he owned. Street players knew what it meant: Licensed to Commit Crime.
    Question - Glasgow's most famous serial killer is also its greatest unsolved mystery. Despite killing three in 1968 and 1969 he was never caught, what was the nickname he was given?
