council tax rebate

following advice I found on this site, I queried my council tax band - following a conversation with my neighbour, it transpired they were in a lower tax band, checking VOA website revealed that we were the only house in an identical terrace of houses in band D everyone else was in band C. Today I received a letter from VOA - yes we should indeed be in band C, council have been informed and we should hear from them shortly about any refund. My question is this, I have been told that they limit the rebate to six years, we have been in the wrong band since the tax began eighteen years ago! can we demand a rebate going back that far, and what are their reasons for a time limit? any advice would be welcome thanks!
