United Utuilities Water Debt

Hi All, I'm back again!
We've been getting letters recently from the water board for a Ms X, either way we've put them back in the post "not known at address".
The other day we got one addressed to Ms X/The Occupier, so naturally I opened it. It seems Ms X (who i've never heard of!) is in debt with the water company. anyway i rang the number and they told me they were chasing a £900 debt from Ms X. I said I didn't know of her and we ended the call. ( I believe this is also breeching data protection?)
What concerns me is "The Occupier" on the addresss as I've always been up to date with my utilities and I read it as they're trying to hold me responsible for Ms X's debt which obviously they can't!
I've thought of writing them a letter telling them I find the letter harrassing and any more will be reported but im not sure if that's the way to go?
Any advice would be greatfully recieved
