Mortgage Lender being anti stamp duty

Hi,
Myself and my boyfriend are looking at buying a new house off plan from Barratts. The incentives for us is 5% gifted deposit, stamp duty paid and £500 towards the legal fees. Their recommended broker has found a mortgage for us, but they won't allow for us to have the stamp duty paid or the £500 for the legal fees. He did explain it to me, but being a first time buyer, he lost me in a muddle of words.
Is this normal????
Can anyone advise what we can do? The next good mortgage offer will allow for the stamp duty and legal fees but want our car loans paid off in full....well that's never gonna happen!!!
