Wonga keep taking payments

Is it true that the bank can't stop Wonga taking debit card payments from an account with a zero balance?
Or are Santander just b*ll sh*ting?
Even the debit card was blocked and replaced but they still say they can't stop them from taking small amounts in drips and drapes.

open a new account that has nothing to do with santander! barclays and co-op both do great basic accounts0

Day to day bankings had already been switched to another bank hence the Santander account having a zero balance. But Santander were still authorising £5 a pop transactions to Wonga.
Account closed today so that should be the end of it.0
