Rebuilding Credit Report for a mortgage

I dont have alot of knowledge or experience with mortgages so thought Id ask you lovely people 
My brother is hoping to get a mortgage and Im trying to help him sort out his credit file and build it up.
He has defaults on his credit which are due to all drop off by November of this year, one of which he didnt pay but will be statute barred as no payment or acknowledgement has been made to it since it defaulted in 2006 (we are in Scotland).
Can statute barred debts be registered on a credit file as a default after the 5yrs or will his credit remain clear providing he bahaves himself?
I thought it would be a good idea after they all drop off the file to get a bad credit rating CC like Vanuis and build it back up until he had a decent deposit to approach a mortgage lender with, does this sound like a good idea?

dont think vanquis like unsettled defaults, dont quote me on it thoughDon't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0
