I did this last month for my DD who turned 6 :D

party bags were gift bags 29p each from home bargains (cheaper than a pack of 6 plastic character bags for £2.99)

inside them I put: cupcake (we had a plate full of cupcakes with candles in instead of a birthday cake 'proper')
a melamine drinks tumber (£1 each from @sda, as I didn't want a bag filled with the usual tat!)
a couple of packets of sweeties

all of the mums commented on what a good party bag it was, and the girls were all really pleased.

For games we did: pass the parcel (with a sweetie in each layer so no-one was left out);), musical statues, flip the kipper, a dance contest (judged by the girls who didn't want to dance) and we also did nail painting too.

Party food: pizza, hot dogs, chicken dippers (@ldi ones are great), crisps and chocolate crispie cakes (I know it's not the healthiest but hey, it's a party after all!)

The girls all seemed to enjoy themselves and it was really easy to organise too :T
Happiness is not getting what you want - it's wanting what you have :D
    (I can't remember the originator!)

for my son's 4th birthday the party bags contained a homemade photo frame. We got empty cd cases and decorated one side around the edges with stickers, bits of tissue paper, sparkly bits etc, then put a photo of my son with each of his friends in the frame. A bit of coloured string to hang it with.
then just added a couple of penny sweets.

    probably explains it better!

Our birthday cakes as kids were a joint effort - turns out my Dad was quite artistic and enjoyed the decorating, so he would let Mom know what size and shape of cakes he would need based on the baking tins available. Mom would make basic sponge and a batch of icing, then let him loose with several bags of sweeties. If you or OH are artistic you could make characters, numbers etc. If not, a tray bake is a great blank canvas for decoration with sweets to pick out names and ages. It is easy to cut and serve too!
    Trust me - I'm NOT a doctor!
