RTB with councill tax arrears

How can i find a morgage lender who will pay my council tax bill and then lend me money to buy my RTB council?

i want to buy my council flat but i have stupidly raked up a £6,000 council tax bil, it was £10,000 but i have paid £4,000 towards it. Im trying to find a company that will lend me £6,000 prior to lending me a morgage. I am not allowed to have it valued by the council until £6,000 council tax bill is paid. I was very stupid when i was younger an i avoided paying it. But i am grown up now and trying to responsible. My plan is to buy my council flat and sell it after 4yrs as i get 70% discount.. Then i wil move in with my GF. Trouble is trying to find the £6,000 Any Suggestions?
Additional Details

i live in Scotland and amazingly this is not on my credit file at all. When i called the company about my CT bill they told me that the CT doesn not show up on the Credit File. I checked my credit file an shows just below average. The reason i dont take out a loan is the fear im refused a Morgage. Id rather try an do both at the same time if possible

COUNCIL tax arrears dont show on a CRF but can get you sent to prison for non payment, that is a huge amount of non payment and prob would prevent the RTB.

I used to deal with the RTB queries from our housing department and they would always ask for any outstanding council tax.

They wouldn't always insist on payment upfront by would usually insist on a signed undertaking that the money would be paid once the mortgage was paid otherwise the sale wouldn't be allowed.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
