Tesco Easter Vouchers - Best way of ordering?

It appears to me that most stuff at £19=97 cannot be ordered with the doubled £20=00 vouchers. If you order a useless item, say at £8=00 to bring it over the 20 pound mark, Tesco immediately removes the ability of collecting from stores and adds the £5=00 home delivery only.
Anyone worked out an ingenious way of ordering to get the best?
