Delays from HFC

I have offered by letter, a full & final settlement figure of £7k using some savings and a small loan from a friend against an early settlement figure of £9k as I can longer afford to keep repaying monthly installs. That was 3 weeks ago, and have had no response. I rang up and complained and had a letter today saying my complaint was being investigated, but still no reference to my offer. The next instalment on the loan is due in a weeks time. This seems like delaying tactics to keep the interest ticking over thus reducing the early settlement rebate. I don't want to dip into the savings just to make another payment as it will then reduce the full and final amount I can offer. I'd be interested to hear from anyone else who has experienced similar problems purely as a bit of ammunition. Thanks
