Enterprise Allowance

My partner and I have recently lost an appeal to keep receiving ESA, and have now had to go back to claiming JSA. I've been looking into running Avon as an online business, I've set up a facebook page and e-shop and in the process of doing the same on ebay, I have a verified business paypal account aswell as a business bank account with barclays. I've just heard about the new enteprise allowance on a repeat of BBC's panarama. My question is would I be eligible for the allowance now or do I have to wait 26 weeks?

The New Enterprise Allowance is only being piloted in a few areas at the moment and won't be rolled out nationally until the autumn.

There is also an acceptance criteria, not just time spent claiming certain benefits.
"To be accepted on to the NEA, an individual must create a business plan that is deemed viable by a business mentor."
