Last time I heard that phrase it was used by a creditor whose agreement did not contain clauses giving them permission to record routine account data with the credit reference agencies.
By routine, I mean balance, cc limit, non default payment markers etc.
However, regardless of any express 'permission' in the agreement, the creditor retains the right to record a default should you do that.
So that is what they meant by "partial" in that case.
