Tax rebate

My son worked for 3 employers 2010/11 one of which has not supplied any information to the Tax office. He earned approximately £1000 less than the personal allowance but the Tax office have told him that although he has supplied all information to them because the employer has not contacted them they cannot issue a Tax refund. His present employer has been told his new code for 2011/12 is the standard code with basic personal allowance. How can the tax office supply the code but not a rebate. The reason they give is that my son may have earned considerably more with the uncooperative past employer. M son really needs this money how can it can it?

Has he got a P45 from the employer which has not yet supplied information to the HMRC?
Has he contacted the employer to ask about this information?
It is only the first day of the new financial year so all the information for the 2010/11 financial information cannot have been provided. It can take awhile to sort out. Can you lend him the money if he needs it so desperately?0 -
No paperwork at all from past employer for my son or the Tax office. My son has spoken to them both on many occasions. I would lend him the money of course if I had it.
I wonder what happens if the employer never supplies information to the Tax office?
Can anyone advise on legal side?
