Pay scales, does your company pubish what they are

My OH out performed everyone in his sales team last year by miles. So much so that everyone got their bonus because his efforts alone bumped the figures up so much. The fat cat bosses walked away with staggering amounts, whilst he got a fraction as it's capped to a % of basic pay.

He got his pay rise through after having a 2 year company freeze. He was awarded 3% the Joe blogs average for even the non performers he has found out. He is not best pleased.

He spoke to his manager today who told him he was lucky to get that as he is already paid top of the pay scale!

No pay scale is published though or even talked about, so how does he know ? he feels he is being fobbed off.

Should defined scales and maximum that can be earn' t be something that is for all to see??

Many thanks

AFAIK, there is no legal requirment for an employer to make pay scales generally available to their employees.
