Self employed - tax

Hi this is my first post here so hope I am posting this correctly. My partner has been self employed for a year and has received a tax bill for £189, thing is he only earned £4728 is this correct ? he has written and questioned this amount and is now getting threatening letters advising that it will be referred to a debt collection agency. Annoyingly every letter he writes is being ignored, they carry on writing and not acknowledging his letters. Help here or advice would be so appreciated

when did he start to be self employed
what was his profit in the first tax year
did he file a self assessment form and when0 -
Did he have any other taxable income in that tax year or was it only self-employment. IE did he have income from PAYE employment, interest on savings, taxable benefits etc.......This is a system account and does not represent a real person.
