Are these work placements a good idea?

I volunteered myself to go on a 13 week jobcentre course to get some experience in admin via a work based placement, I got my job through it, but while I was happy to get a job the only reason I got it was because I was there at a convenient time and 2 members of staff handed in their notice so they had no choice to take me on as they were in a pretty desperate situation.

Things were great for a while then my work place got someone new in off this course, the manager started his usual old tricks of shouting his orders trying to upset, basically he had his freebies coming in again from the jobcentre programme, 2 people hand in their notice and yet again they have relied on their freebies.

Is it really a good idea that people are being used to cover others who have lfet jobs?
