bit of advice

A friend of mine at work has just been telling me about his daughter she has worked in a diner for about a month she was told she would be paid monthly but just before she is due her wages the manager has said he has gone into administration and is closing. after several visits by her to see him about the money she is owed he has been abusive and has called the police.
so heres the thing he has gone into administration but was open today and had new staff in there and has also recently been advertising for staff on jobsite and the job centre etc.
is this a police mater as he appears to be using kids to get free labour then fobs them off and hopes they dont do anything.
is this a matter for HMRC?
what other things could be done to stop him from doing this?
and also how would she go about getting her wages she is owed ?
after asking around there are about another 6 people he has done this to.

If he is legally insolvent, then there is a way to claim unpaid wages and redundancy pay from the REdundancy payments office, although it does sound like she might not have been there long enough to qualify0

would that stop him from being open for normal buisness then like today and also advertising for jobs if he was insolvent.

It is the time to stop him repeat past activities done with your friend's daughter. Each country has their own law for getting wages if manager does not give you although you deserve for it. So, your friend should collect required information to file a complaint against that manager. So that he could take lesson from this issue.0
