end of fixed mortgage with NR

can anyone help i have come out of my fixed rate with northern rock and today have been offered two deals for two years with no fees. 1 is tracker at 3.29% (1 above bank of englands base rate 2.79 - so if goes up by 1% mine increases to 4.29%) or the other offer was 3.99%. i have a broker coming round and not sure if i should stay with NR and take one of the above,but worried about the tracker as people keep saying Bank of Englands rate will go up. I need as cheap as possible but dont want to keep adding fees to my mortgage. help please, thank you
